A new aquarium should be filtered at least 3 times an hour. Filtering should be of average level because under-filtering or over-filtering can affect the fishes either way.Water change is understandable but still, amateur fishkeepers fail to do it. A new fish aquarium should be maintained all the time and the water should be changed in a regular basis. Wastes of these little creatures can fill the water so the water needs to be replaced by another set of freshwater.
